Meet Our Board
━
AIDS Project Snohomish County welcomes board members of all ages, races, sexual orientation, gender identity/ expression, ability level, and backgrounds. We’re always looking for new members, so please let us know if you’re interested in joining!
Frank Busichio is the president of APSC. As a Founding Board Member with Dr. Dreyer in 1993, we are very proud of sustaining the mission of the organization for over 30 years. In his own words:
I started AIDS work in NYC in 1988 with the Gay Men’s Health Crisis/ Community Research Initiative. I have also worked in NJ DOH implementing HIV protocols in Mathadone Clinics, and left to work for Snohomish Health District as the manager for HIV Prevention and Care Services. Working under the eye of Dr. Hinds, we were able to implement the Needle Exchange, AIDS Housing, Frient-to-Friend, Women’s services, and other assorted programs. After 18 years there, I took on the challenge of Health Care Manager at the Monroe Correctional Complex for eight years.
With an all volunteer Board and no staff, we work to be a community voice in prevention and care while adjusting to the changing face of HIV/ AIDS work.
Dr. Ann Dreyer is the Secretary of APSC. She is an internal medicine physician who has spent many years treating people with HIV / AIDS at the Everett Clinic. She is an artist and photographer as well as a founding member of AIDS Project Snohomish County. In her own words:
My interest in photography began as a way to chronicle my travels and has turned into a quest to capture the perfect picture. I have a long way to go but then the goal is the journey not the destination.
Gourd Art became an interest in 2013 after attending an art fair and then making my friend attend a gourd painting workshop with me. It is my creative outlet when I am unable to be out shooting photos.
I want to use my art to raise money for our community’s HIV services. All proceeds from the sales will be donated to Aids project Snohomish County (APSC).
Jeannine Fosca is the Treasurer of APSC. She has been a social worker with Washington state’s Department of Children, Youth, and Families for nearly 30 years. She joined APSC as a board member in Spring 2006.
Jeannine was a Peace Corps volunteer in Nigeria from 1991 to 1993, and contracted HIV whilst in service. She shares her gratitude for living 30 years with HIV in her memoir, Trail of Compassion (https://www.amazon.com/Trail-Compassion-Celebration-Living-Years/dp/B0CQB9NR1V ).
Jeannine will be retiring from Washington state service in August 2026 and hopes to be accepted to Peace Corps again for volunteer service.
Jeannine enjoys Scrabble, reading, thrift store shopping, and funny dog and cat videos. She loves live music, dancing, hiking, and camping on Second Beach on the Olympic Peninsula. Passionate about experiencing new sights, tastes, and cultures, she’s always planning her next adventure on our globe. Wanting to stay strong in bone and muscle as she ages, she’s off to a 6am CrossFit class 3 to 5 times weekly plus prioritizes healthy eating and lifestyle choices. She is most grateful in life for her two kind and capable adult sons.
Cheri Speelman is the former president and a current board member of APSC.
